I have had this problem repeatedly over the years on a system that is now some 20 years old with Myson themostatic radiator valves. The radstat is faulty. They stick shut. Sometimes the waxstat part stays shut after the summer. By removing the top and carefully pulling up the small pin some 2 mm this will free them. But eventually the 'washer' in the brass insert sticks (bonds) shut and the only solution is to change the whole fitting. I have tried replacing the insert 'wet' but the newer myson inserts are not compatible with the 20 years old bodies. It is probably best to change the whole fitting and this has to be done with a complete drain down. Nightmare.
