For all competition licences you have to complete an annual medical declaration once you turn 18. For your first licence on turning 18 you have tp have a medical.
As far as I can tell from the MSA Blue book (available to view online) the requirements for karting are no different except possibly for a kart clubman licence.
The section that covers your query is 10.1.9 which has medical conditions considered incompatible with the practice of motor sport at any status of event.
10.1.9 (g) covers any mental or behavioural disorders as defined in ICD 10 (International Classificaton of Diseases).

Would someone with the conditions you mention be able to obtain a driving licence for a raod car? If they could then the GP might be able to convince the MSA that they would also be safe to drive a race car.
