Not so much variables but different interpretations of the question.

Belt speed backwards 20 mph means wheels travel 20 mph forward, at that moment in time the wheel and belt speed are equal........which the question states, but in order to get airflow or airspeed the plane needs to move forward, granted the engine can overcome the belt speed because the prop pulls at the air not drive the wheels and then the plane can make its way up the belt but then the forward wheel speed is greater than the backward belt speed which is not 'equal', in any case the original question says the the belt is controlled so that it always matches the wheel speed, in which case the plane will stand still, standing still means no airflow, no airflow means it may as well be a rock
