Either or, don't think it would matter really, both engines still grab air from in front and chuck it out the back against static air thus get thrust.

But the plane can easily counter the conveyor because its using static air to pull against and throw out back instead of trying to push against a constantly moving conveyor, SO with the rules stating wheel speed needs to remain equal to the backward moving conveyor the plane cannot (within those rules) move forward and take off
