What is it that I am failing to understand, here?

A release of cabinet papers today show that a Police chief blamed Liverpool fans for the Hillsborough deaths because they pushed and crushed the supporters nearer the front of the 'terrace'.

An earlier report into the tragedy blamed the Police for not controlling the crowd.

Who WAS it that the Police FAILED to control...? was it a crowd of old ladies at a church fete in Rhyll...? Was it a crowd of schoolboys on the beach in Margate...?

I am clearly confused, here! Can ANYBODY explain to me how the LACK of control of the football fans by the Police prevents the JOINT causes of the incident being the failures of the Police AND the pushing/over-crowding of the Fans by OTHER Fans?

What bit have I missed?
