that totalling depends on your interpretation of "off-throttle"

most people would say that full throttle is when the throttle is wide open and providing max fuel flow. fully throttled is usually when the main air passage is closed however.

so, it depends on what is meant.

i would take "off-throttle" in an article in autosport to mean foot off the pedal and no driven power requested. the position of the throttle could be any, along with any flow of gas thro the engine.
