Nope. Common misconception. "Off-throttle" meaning the driver is off the throttle pedal, not that the throttle bodies at the engine are closed. So long as the throttle is at 0% when the pedal is a 0% and 100% when the pedal is at 100%, the teams can map the throttle however they wish.

To maintain airflow through the system the throttle is left open with the ignition retarded such that the engine doesn't produce power.

I will however make one concession. Upon further research, it seems the teams are, to a greater or lesser extent, using unburnt fuel to drive the system further. However, I will again reitterate that the car at no time is "arriving in neutral".
