Sentencing has two aspects, punitive and compensatory. The punitive aspect is to discourage re-offending, the compensatory is to put the victim back in the position had the crime not been committed.

In the mugging example, the punitive aspect should be the same regardless of the amount stolen (say, 1 years imprisonment) whilst the compensatory should be exactly the amount stolen.

In the murder example, there should only be the punitive aspect. Regardless of someone's want for compensation, nothing get bring the dead person back.
