If you drive towards them and the bottom square is black then it hasn't got a flash in it and is innoprative, just google images gatso and you'll see. I had actually noticed this some years back and was told by some traffic guys i know quite well that these didn't work although they are proper cameras if a flash was fitted.

This was also confirmed by my girlfriends sisters husband who is a senior traffic officer
