If memory serves, Bernie created GP3-GP2 to be the feeder route to F1, so he and his chums own it, and is a nice earner for them. F2 on the other hand was the FIA/Mosley creation, as a 'low cost' alternative to GP2, and a coveted Superlicence, a sweetener and/or prerequisite to get an f1 seat to get an entry.

Wouldn't disagree that developing the engineer relationship might be better served elsewhere though, but at a price...
