You MAY be right about better teaching..... however, we probably know some VERY good karting youngsters who really CAN handle cars well..... and we also know that those SAME kiddies have stuffed more than one car already! My memory leaps back to two young men who raced a lot at Kimbolton up until recently...... no.... make that THREE!
Secondly, it's DAMNED ALL to do with the driving instruction they received after they were 17...... it's about how Mum and DAD drove in the 17 years BEFORE they got to able to drive for themselves! If Dad has been taking no notice of speed limits, driving with one hand on the wheel, using the phone while driving, cutting up other drivers, failing indicate, not giving 100% concentration when driving quickly, etc., etc., etc., then the children of THOSE drivers will ALSO be CR*P drivers, too! It won't matter what they are told for 15 hours by an old guy in a Driving School car: it's what they learned from DAD that will stick!
And what sort of TEST are you proposing that will detect the sort of kiddie who drives (moderately) well on the test but turns into a TW*T once the L Plates are off and he's in a car with his mates? It's a fact of LIFE, boys show off ....and they do that MOST between the ages of 14 to 21. Put are GIRL nearby to whom to show off and you TREBLE the chance of stupidity in that age group.
Basically, there's not a LOT society can do to get young men sensible (except castration, of course!)...... all we can hope to do is to let them live long enough to gain some SENSE! If that means keeping them OFF the road while they are at their most LETHAL ..... we'll be doing them AND US a favour!
