Because it was his mistake? And his mistake ruined Button's race? Or did you miss the bit where he destroyed his radiator, plumes of steam out of the side of his car and had to park it? And to use your example, in the same way that if you outbrake yourself in karting and drive up the back of someone sufficiently hard enough to take them out of the race,it warrants a black flag.
I'll break it down for you if it's that difficult to comprehend.
Vettel followed too close to Button for too long on the inside line. MISTAKE.
He got too deep into the braking zone before attempting to switch lines. MISTAKE.
He underestimated what effect however much rain there was had. MISTAKE.
He lost control of the car trying to aggressively switch lines to atone for his earlier mistakes. MISTAKE.
He plowed into the side of Button and ruined his race.MISTAKE.
