Cheap speed monitoring idea!

Just an idea mind , no shooting me down in flames please 

When my son passed his test and got a car , the first thing I got him was a GPS Tracker. Got it from ebay for £35.00. By sending it a txt message it reports back with the position speed and time.
You can also get it to txt you if it exceeds a preset speed limit, or you can get it to ping its speed-position –time on a regular basis , then get the software to automatically track the unit on google earth maps ( or other similar gps based systems)
It wouldn’t take much to adopt and adapt the system to give speed checks for all users. They could be made cheap enough in large volume to be supplied with your next tax disk and be made compulsory to have working when the car is in operation.
A central database system could randomly ping vehicles and get a speed location time figure back , the software would cross reference the vehicles position with the mapping software and check actual speed against lawful speed of the location.; If over would ping back a warning, check again a few seconds later and if still over speed limit send a report to an automated system which could produce a fine and penalty.
This way drivers wouldn’t be sure when they could be pinged so would be more aware of the speed they were doing. As a cross check that drivers are using the system , the standard PCS checking system already in patrol cars gathering data via number plate recognition could be adapted to ping each car it see’s , and if the response doesn’t come back showing that vehicle in the vicinity then they could pull them over. Same with systems on motorway bridges monitoring cars that pass under them , they could automatically ping a vehicle and if they don’t get a correct location response report the driver .
