I've been struggling with similar problems ever since I moved here, which is over 6 years ago.
Most of my problems have been due to long line length (7.5 kms to exchange).
Finally I made a breakthrough - I have a stable connection which always syncs immediately now.
I fitted an NTE5 mastersocket, together with NTE2000 filter.
Apparently it isolates all the other equipment from the broadband signal; Sky boxes alarm, telephones etc.
I don't know if it will help with your problem, but it worked for me.
