My understanding of the US rules is that you can choose any line, but you can't change line, which HCN certainly did not. That's not to excuse his behaviour, but I can certainly understand his frustration. The rules don't say that everyone has to race on the ideal race line, they're intended to stop the "chop" as regularly seen in F1.
