I HAVE re-watched the race and I HAVE come back to you and I WILL tell you......

He 'blocked' simply by being in a position on the track which is DEEMED as 'blocking'..... i.e., being down the INNER half of the corner between the braking point and ENTRY into the corner while someone is make an attempt to overtake HIM.

By being in THAT place on THAT track at THAT time.... HCN W*A*S 'blocking'. It's all pretty damned simple!

Now..... YOU go back and watch it.... this time with you EYES OPEN!
