Sorry just amended your title there. Not really the Bobby on the beats problem.
As I mentioned before about Mr Bird, if police in UK were routinely armed, there would be a lot more people alive today to tell the tale. Perhaps if the officer who was shot had been armed, Mr Moat would be in custody or the morgue and people would be a lot safer in their houses.

So you are now Chief Constable in charge. You have information that a prisoner is getting out and is possibly going to attack his ex girlfriend and her new boyfriend. You have no proof of this, just information. What can you legally do, other than inform the possible victims that they may be under threat?

Armed police acting on information believed to be genuine shot an (innocent?) passenger on a train in London and were condemned for doing so, despite the fact they believed they were possibly saving the lives of scores of people.

So where does the line get drawn? I'm sure the police are itching to here how you would deal with this situation, after all, the threat of being shot is on them
