The reason it has stipulation is to make sure it works as an overtaking tool. This is what most people think is missing from F1 "Overtaking".

If every one can use it all the time then each cars "improvement" will be cancelled out by the car they are trying to overtakes "Improvement".

This way, if you are fast enough to catch up the car in front, you can gain enough of an advantage to overtake. Before you were stuck behind him for lap after lap.

If the car you have just overtaken is fast enough to stay with you or close up enough he can overtake back.

Should be fun.

Don't understand the 107% rule. even the slowest of the slow new boys isn't going to be 10/11 secs of the pace.

If they said 104% I could understand it.
