The answer is right there in the text. It's because 'simple' F1 cars are boring to watch because they can only drive on one line and races today are a procession when compared to races in , say, the 1980's.

TV audiences are dropping and in order to keep the funds flowing, they have to make it all more exciting.

Otherwise we might return to the Graham Hill days, with Formula One races at Thruxton and people turning up with their cars on a trailer behind the Rover. (And watched on 'Grandstand')
