A couple of options here :

o Step revenue increases can only be done by sharing the burden across everyone. Yes income tax and its derivatives will help, but its VAT that normally makes the big short term difference.

o Abolish cash ! Eliminate the black market economy and bring everyone within the tax system. A more long term challenge and one that would require a simplification of our tax system and greater resources in enforcement, nevertheless even though there would be a drop off in commerce/liquidity in general, the prize would be a very big one.
