I thought one of the reasons for the engine rules was to prevent teams having "special Qualifying" motors that could run hard for a few laps , but not last a race distance.
Ferrari have said they are planning to reuse these removed motors for future practice/qualifying periods, ...so isn't that back to the old days of qualifying motors ?
And last year, there was definitely a penalty for changing the motor before a race.
So has the rules changed ??
