Years ago when internet surfing from a phone was the new thing you could add like a 1MB, 5MB, 10MB and unlimited download limit for a set price on top of you basic talk plan but if you downloaded more than your plan you paid through the nose for the extra data that fell out side your choosen bundle.

The iPhone comes with a bundle already factored into the monthly plan, it says its unlimited but the small print actually says unlimited comes under the 'fair usage policy', different networks set different limits, i think vodafone class fair usage up to 750mb a month and orange is 500mb but again i may be wrong.

I haven't got an internet bundle set up on my Ł15 a month talk plan so if i were to surf the web i would get stung and end up paying like Ł5 for every Meg downloaded so it would make sense to add a Ł10 for xyz Mb if you see what i mean
