The schools are hamstrung by this 'duty of care' nonsense but the reason most schools close and tell the kids to stay at home is because a lot of the staff will not turn up. Also, a lot of caretakers no longer live on site.

Heard a good idea on the radio today in order to refocus peoples minds: For every day a school is closed in term time, knock a day off the holidays......

Where I work if a certain number of people don't turn up, the production stops. In these times this is like hammering nails into your own coffin.
There has to be a meaningful consequence.
