A few years back i was selling a mechanical imobliser for cars and lorries and to show up the tracking systems, i got hold of a 'blocker'(that was smaller than a matchbox) and went to verious shows with it....had so much fun, when the tracking systems were being demonstrated using little cars or trucks on a map board. i would stand near the demonstration and switch my blocker on and off....their little trucks and cars would dissappear off their computer screens, would also knock out the phone signels for about 10 metres.....so yes they do work, but differant ones work on differant types of signels....mind you most car thieves know where to look for the tracking systems anyway, or they will nick ur car and park it up somewhere out of the way, to see if the 'old bill' come to find it. if it is still there a week later it has no tracking system.
