Ahhhh...... I get it now.... you are arguing that we shouldn't be dealing with ONE specific part of bad driving as 'all' the offences are 'bad driving'. Nice logic!

In fact it's SO 'Nice' that we can apply it to EVERYTHING! E.g.:

1) Let's NOT have drug raids because Drugs are a PART of overall 'substance abuse' crime.

2) Let's not bother with Muggers becasue THEY are part of the WHOLE 'theft' crime including white collar theft, burglary and pick-pocketing.

3) Let's not bother with RAPE because THAT is part of the whole 'genre' of physical abuse to include mugging, pub fights and football hooliganism.

Get the point?

We deal with the SPECIFIC OFFENCES in each case becasue it is not POSSIBLE to tackle the whole 'genre' in one BITE!

Your suggestion is akin to the proposition that Manchester United plays 15 teams (or what ever) in the the 'Cup' and so they may as well play a SINGLE 165 player team made up from ALL the teams' players! Bonkers!
