Yes, it's a phenomenon known as puddles, small, deep bodies of water caused by irregularities in the surface.

Those of us familiar with rain are used to the idea of 'puddles'.

If you drive over a puddle, and your suspension bottoms, the car aquaplanes on the floortray even though the wheels may still be not aquaplaning in the shallow water at the side.
