We can all understand that the DVLA have to pay for these to be printed and then the admin cost of data storage and protection. And of course the postage but how come they don't charge you for a new licence when you move to a new address?

It's exactly the same as an expired licence or a damaged licence or even a lost licence. But what if it's stolen?

Yes it's a loophole in a way. I had my wallet stolen and with it my photo licence.

I called the DVLA and they told me I had to pay to replace my licence ...WHAT? I cried.

So someone else takes my licence and I have to pay for the new one???
