Gillard is correct though and for once FOTA has worked towards the better outcome.
Teams like Ferrari and Maclaren who have invested and run KERS since the beginning will get the system performing better and better, whereas the others will have a mountain to climb were they to decide later on they want to join "the club".

Not to mention that spending cap aside for certain teams it would be absolutely prohibitive to even join that race!
