2) Yes but Bernie's F1 operation is now completly aligned with the FIA unlike when he ran FOCA in the early 80's when he was the one threatening a breakaway championship and the deal he struck with the FIA allowed him to gain control of the commercial and tv rights to F1, all be it he has to pay some money to the FIA.

The FIA is a self appointed head of world motor sport which derives it's influence by the fact that the vast majority of championships and motor sport organisations affiliate to it on a voluntary basis.

However it does not control NASCAR or Indycars in the states so if the teams wanted to create an alternative championship in theory they could and ignore the FIA as the Americans do.

But theory is one thing and practice another. If the teams wanted to run their own championship they would have to tie up with circuits who invariably would incurr the wrath of the FIA and so it would be near impossible to get quality circuits on board. I'm sure Bernie has all the major TV companies tied in to him/FIA aswell so personally I wouldn't bet that a breakaway F1 championship will happen in this century.
