Right Dan, so when you say "Yes" to "should we stop dangerous drivers driving at speeds they clearly aren't capable of?" what on earth could you mean other than slowing them down? We're hardly going to speed them up are we!!

Right...so you're saying we have to **Catch them**! You yourself say we have to catch them so how can we catch these speeders for the least possible budget? Do I need to say it?

You'll never be able to legislate against such people, all you can do is hope and try to catch them before they kill, or before they kill too many."
If they knew 100% that they would get caught...would they still do it? All you need to do to stop these people (well, maybe not the litterally mental ones) is to make the chance of them getting caught unbelievably high.
