Who on earth has suggested this?!!! (Apart from YOU)

Just because we don't think that (fixed) speed limits have (demonstrably) anything like the part you think they have in road safety, doesn't mean that we think speed is irrelevant. Just we think that mindlessly enforcing arbitrary speed limits won't have (and hasn't had) anything like the effect you think they might.
