You COMPLETELY have missed the most important point - the 13% is actually irrelevant to the cause of the accident. It is the number who were speeding. Whether that had anything to do with the accident is UNDEFINED.

The only number that is really relevant is the 15% who were categorised as driving at EXCESS SPEED. Some were, I have no doubt, speeding, some where, no doubt going less than the limit.

There is no implication of a causal link with speeding - only with excess speed. There is no point in having the two categories otherwise.

Speeding does NOT cause accidents - excess speed, taking all circumstances, and whether the speed is ABOVE or BELOW some arbitrary limit, DOES.
