Is it not equally possible (using your statistics) to state that the circa 50% of people who speed are really poor drivers and responsible for ALL the accidents on the road, albeit only 13% of their accidents happen whilst speeding; the others may be whilst pulling out of junctions or mowing down pedestrians etc etc?

If this is a less valid interpretation than your own, please explain why. I'm still of the opinion that no inferences can be drawn from the two distinct sets of statistics.
