Now there's an idea! What is the one place everyone has to drive to on a regular basis? THE PETROL STATION!

Why not put ANPR systems at every petrol station in the land? They already have the cameras installed, all is required is the software to run on them.
And when they identify a vehicle without MOT/Tax/Insurance they're nicked!
