The problem with that argument is that it is VERY easy to show that ALL accidents are caused by bad driving. Even the case of unexpected mechanical failure, the other drivers should have been aware of such a possibility and been ready to react.

The reality of road safety is one of practicality. The test needs to be sufficiently stringent as to keep the roads safe, yet easy enough to allow most people the ability to pass. Similarly, speed limits need to be sufficiently low to reduce the risk and consequences of an accident, yet sufficiently high to allow people to make good time.
