I assume you chose a stupidly low figure because it suits your argument - and the real figures don't

The latest Department For Transport figures are:
Motorways and Dual carriageways more than 50% (56 and 53%)
30 limit 66%
40 limit 26%
60 limit (single carriageway) 10%
were EXCEEDING the limit

So despite the fact that "only" 13% of fatal accidents involve speeding motorists ON AVERAGE at any given time far far motorist are actually speeding.

So if the figures are anywhere near correct that speeding motorist have few fatal accidents than law abiding ones.

Now I know that you will find that difficult to accept (though others have suggested as much in the 80s) but don't you think, just perhaps, that your views on speeding might be simplistic.

Don't get me wrong I'm not suggesting that going over the limit MAKES you safer - just that simplistic assumptions that those who do are LESS SAFE are just that - simplistic, and demonstrably WRONG.
