a car travelling at 94 mph will make a noise -

Yes if the car had been doing 30, there might not have been an accident, or if they was the chances or survival would have been higher, but you can still be killed @ 30mph.

IMO the police car should have had light and sirens whilst pursuing an possible criminal.
But also there is contributary negligence on behalf of the victim is they did not hear the car approaching at speed.

The reason for the death - the possible original criminal who was being pursued - if they hadn't of set off the police car - they would be no chase.
