Paypal only exist because the banks allow them to AFAIK.

No bank has to accept merchant applications and having worked in the banking sector for many years they do group together when something as big as PayPal comes along. I once worked for an equivalent of Paypal started in the UK before PayPal really became big (in 2001) and the 8 largest banks made sure it went down the pan due to its direct competition with their own products.

The only reason PayPal has been allowed to continue is because of its relationship with Ebay.

Make sure you only use your credit card with them (no debit cards) and you are protected.
