Paypal is a bit different because they have your money already. With eBay, don't pay your bill. Tell them you're in dispute and until the dispute is resolved no monies will be paid. Whilst they have very poor customer service, they also have very poor credit control. If, eventually, they threaten to take you to court respond back, again stating your dispute. They'll usually quietly drop the matter. If it does end up in court, ensure you have a paper trail showing your continued dispute and their lack of correspondance on the matter.
If charges a paid using a credit card, it could be worth getting your credit card company involved.
