The config file is based in /etc/rc.conf on BSD, which OS X is based on. You may be able to edit it manually there. See below for info:

The only other thing to check is the basics:

MAC filtering (no pun intended)
Same subnet
Channel
etc etc

This doesn't sound like a typical Apple problem though. People travel throughout the world with them and connect to hotspots all the time.

Macs are VERY expensive for what they are. The same PC based hardware, a free open-source OS and a proprietary window manager and desktop environment.
