I guess that's exactly the issue. Light sequences are different. What would appear to be an inordinately lengthy red to the average person may actually be the correct setting for that sequence. This particular issue that I'm talking about is a very grey area and one that's open to error. However, the law is quite clear. Cross the line when the light's red and you've committed an offence.
