For current generation electric vehicles yes it would. But then again, their range is very limited.

The only way I see electric vehicles taking off is through the use of a miniature on-board nuclear reactor - akin to the devices they use in submarines. Alternatively we're looking at fuel cell technology.

Batteries and the infrastructure necessary to charge them is unworkable with the technology at our disposal today. We need to wait for a revolutionary discovery/invention of some sort to happen.

One other point, electric vehicles drawing on electricity that's generated using fossil fuels will do little for carbon reduction or our reliance on a supposedly diminishing resource.
