But the fuel is in an NON explosive condition. It needs heat or a spark.... of which, admittedly, there are PLENTY in a crashed car. However, we have developed some fine techniques over the past 100 years to deal with fuel.

The Flywheel and the Charge are already in a condition. All THEY need to become lethal is to be 'exposed' to the outside world. That is MARKEDLY different to the petrol. Without the heat source, spark or whatever, the petrol is damned nigh inert if it's simply exposed to the outside world! The Charge and the spinning flywheel are NOT!
