It seems to me that it's the choice of your enemy whether their own civilians are killed. If they position themselves in and around civilian populations, even use them to hide behind. Whose fault is it when they get killed?

This seems to me to be a defining factor in our philosophy of war. On the whole we(I include Israel in 'we') would neither hide behind or deliberately target civilians, where our enemies take the exact opposite approach, both hiding behind their own civilians and targeting our civilians whenever possible.
