The overkill rules, such as no tinsel on lollipops, painters having to wear gloves etc have saved nobody. H&S enforcing the use of safety harnesses, qualified scaffold inspectors, hard hats etc have had a positive effect on safety.

Both 1, 2 and 3 above can all coexist quite happily. The overkill rules don't save anybody. The sensible ones do. You can't legislate against stupidity because stupid people do stupid things. People get run over every day despite pedestrian crossings for instance. You can legislate the use of safety equipment and have a positive effect. Hard hats and safety harnesses for instance.

It's quite simple. H&S started off with good intentions. Recent developments have not negated that good work, but neither have they furthered it. Instead, they have become a hindrance, taken away people's personal responsibility and allowed for abuse of the compensation system.
