1) Keep out of sight
2) Wheel Clamp
3) Ground Anchor with good chain, and ensure that the chain is not resting on the ground.

Or if you can have something parked infront of it, or wedge in in somewhere.

If it is in sight you have to make it look as unattractive as as much hassle as possible
