Whilst cleanliness does not neccessarily ensure safety, or indeed vice versa, I would always turn up to scrutineering with a presentable kart for the following reasons:
1. By starting at the front, and working your way back, thoroughly cleaning the kart helps to spot any breakages and irregularities, and fix them before they become a problem
2. It is not very nice for a scrutineer to be wading through oil and grease on other peoples karts, not to mention the fact that it is probably not advisable to upset a scrutineer anyway
3. Karting is my hobby. I take tremendous pride in what I drive, and like it to look good
4. You never know, there could be scouts or sponsors about. Who is going to back a kart covered in ~~~~?
