keys are designed to drive by the sides only.

A key that touches the top of the keyway is badly fitted.

The lifting action of the key that touches the top of a keyway can be mechanically unsound in two main areas:
1) it makes it impossible to check if the fit of the key is correct (slogger can be unknowingly hidden)
2) it can lift the outer part to the point it is eccentric to the centre bore.

Keys are designed to withstand cross sectional loads when fitted correctly.(presuming keysteel is used)
Trying to overcompensate by having them touch the top of the keyway and having to force them in is overkill.
