The '2 pot' Kelgate is a self adjusting brake with a reservoir master cylinder. Retraction of the piston and magnetically attached pad is by the action of the seals.Pads come in different thicknesses but if you have the right pad you should be able to see the pad retract when the pedal is released. If the brake is free when cold but binds when hot check that the master cylinder piston is returning fully allowing expanded fluid to return to the reservoir. If the brake is binding when operated cold it may need a seal change. As 'Simon S' suggests most kart brake problems arise through not shimming the brake to keep the pistons well back in the caliper bores. Kelgate don't do shims as far as I know so you wiil need to make some from steel sheet for decent pad life. Kelgate pads wear tapered in both direction which should be remedied. The Kelgate is a high quality brake, reflected in the price, but for sprint use a brake with spring pad retraction and shim adjustment with a reservoir master cylinder is a better bet imo. The disc obviously should not be moving on.the axle. The carrier should be clamped with the disc bolts slackened. One well known member of your prokarting community once told me he had cured the binding brake problem by 'tweaking' the mounting bracket to align the caliper more accurately with the disc.
