If the cylinders have been worn or worn unevenly so that the pistons tilt under load then the brakes will appear to bind.

You can usually tell whether the cylinders are worn from the polish marks in the cylinders.

In particular, if you have used the brakes quite extensively and never used shims, then the tendency for the pistons to tilt and cause wear is much larger,because the further out the pistons protude from the cylinder, the more leverage is exerted.
